Abstract

This crisis has its expression on a culture based on in the corruption ideology within the principles of neoliberalism. The leaders of the right wing took part in the corruption of the military dictatorship. In democracy the same practice kept on going, arguing that this will be the way to maintain it. The entrepreneurs attempt to avoid taxes. The fundamental social institutions have partaken on this culture: government, political parties, churches universities, enterprise owners and army. Control has failed and exceptionally you can find a couple of effective judges. The governement‘s projects are a repetition of the Act of Transparency and Probity of 1994 wchich sanctified the relativism on ethics. Corruption must be defeated with the ethics of principles through its study by universities, and by a definition taken by churches, judges and the organizations of the public servants. The alternation government will only imply that one corrupt party will be replace by a similar one in the power.
