Abstract

The crisis of water is the crisis of life. Without cultural change there cannot be a change in the management of water. This implies that the culture of water should stop being considered just as another component of projects, programs and plans, and start to be understood as procreator and condition for all the other components of t management.

The current envisages on management of water avoid focussing its action in the culture and democracy of water, even though what they describe as gobernability, or water crisis, is mainly a cultural issue originated in the lack of democracy. On the other hand, it is exposed how new processes are emerging which form citizenship undertake cultural and democratic perspectives to face the crisis of water. Throughout this work it is stated that the perspective from the democratic culture of water is an ethical project for the sustainability of life.
