Abstract

This text offers an analysis about the possible causes of rejection of the project of a European constitution, by two of the anchor countries of the Union: France and Holland. On the other hand, it deepens on problems faced by the communitarian institutionalism in the face of future challenges; especially in an increasingly political environment, citizen participation, and loss of credit of the ancient elites who gave origin to the idea of a united Europe, mainly based on functional principles.
