Meeting the tendency to treat the issues of poverty from a statistical approach, the author takes a comprehensive approach to poverty, claiming that it now receives active exclusion, segregation, political orphan, and is viewed as a threat to security. He then considers a set of theses for social development, involving organization, solidarity and active effort of the same groups and communities living in poverty, and whose central elements are popular education and popular economy. Finally proposes Solidarity Economy as an integrative project of the efforts for social development and for overcoming poverty.
