The present article compares theoretical speeches and their interpretations of sub-national realities, focussing in cultural, political, and socioeconomic aspects. It argues that sub-national territories can be considered under a “glocal” angle or as an empowerment of local inhabitants; that political decentralization is not, by itself, guarantee of an advanced in democracy, and that regional and local development, political decentralization and collective identities are three components that contribute to the appreciation of territories.
