Follows after that to discuss three situations in which conflict fundamental norms, in which is recognized the reality of normative conflict between the democratic will to promote national culture and the rights of the subgroups. Finally exposes counterarguments that he declares admissible, but maintaining that the best way to understand these tensions is to accept that you are facing a political dilemma.
