This essay argues that the classic Latin American community psychology is oriented to social change and has rejected the idea of american community mental health whose central idea is to modify the state structure to improve the socialization of individuals. So its idea of participation proposes as the highest echelon of the subjects self-management. This raises the question of the kind of participation we are proposing in practice. It analyzes public policy for the New Deal. The author argues that interventions in community psychology in recent times not empower the popular sectors and proposes a critical review of the categories of intervention and recovery of their critical position.
