For the author, in order to respond to the unmet demand for safety, it is necessary to escape the circuit insecurity- repression-greater insecure-greater repression, and redefine security so that it can go beyond the sphere of criminality and identify it with freedom. She argues that the strategies of urban safety management should be bridges to the meeting of opposing citizen interests, through tireless mediation. Throughout the article the author covers the main thoughts on the issue, such as the relationship between insecurity and crime, between welfare state and penal state, and of the security market, among others.
