Starting out from a general theory of signs we procede to make visible that the paterns of knowledge, the configuration of comunicational concepts and the standards of social conduct, are dependent of the means of conceiving what is real. The central proposition of this article is to dismount, starting from the identification of the different fields of signification, the perceptions of water which are affecting the building of a style of administration and of a culture of water in our society.
